DEFCON Rules

DEFCON Description of status
1 State of war. Loss of sovereignity is likely. The operation of capital ships is strictly prohibited except for PVP purposes. No transport except supplies for PVP. Ship losses from non-PVP activities will we fined. Non-PVP players have to support their fellow pilots with Tech I ships if requested. As long as DEFCON 1 is active, no activities other than fighting hostiles are legitimate. At this point no democratic decision making will happen.
Rules for private (jump) freighters and haulers: Private transports are prohibited. 25% of the cargo value will be fined additionally to the ship value if lost.
2 State of war. But no danger of sovereignity loss. The operation of capital ships is prohibited except for PVP purposes. Scouts must be online permanently. Undocking for mining and ratting purposes is not allowed without active scouts. If you're enganged in a fight with your farming assets die quietly. Infringements will be fined. Transport only for PVP supplies and essential economical purposes. All other commissions will be postponed. Non-PVP players are asked to keep a Tech I PVP ship on standby for immediate response if requested by an FC.

3 Hostile activity is present in our space. The operation of capital ships for farming is prohibited. Transports are to be run only with backup support fleets. No reimbursement of losses. Infringements will be fined. There have to be active scouts at any time. PVP players are asked to stage in the respective home systems for early engagements. Events are to be run with a PVP backup fleet only.
Rules for private (jump) freighters and haulers: Cargo max. 10b ISK in nullsec and lowsec, max. 1b ISK in highsec. 25% of the cargo value will be fined additionally to the ship value if lost.
4 The political situation is principally safe with slight hostile activity. Capital ships shall be operated only with active scouts. Transports are run without restrictions but should be cautious though.
Rules for private (jump) freighters and haulers: Cargo max. 15b ISK in nullsec and lowsec, max. 1.5b ISK in highsec. 25% of the cargo value will be fined additionally to the ship value if lost.
5 The political situation is safe and no coordinated threats by hostiles are to be expected besides the usual and unavoidable activity. All activities are allowed within the specified rule framework. Transports are running without any restrictions.
Rules for private (jump) freighters and haulers: Cargo max. 20b ISK in nullsec and lowsec, max. 1.5b ISK in highsec. 25% of the cargo value will be fined additionally to the ship value if lost.

This ruleset is in a temporary state and subject to potential changes.
